Destooled Chief swaps Title to Grab Gov’t Compensation over Ngleshie Amanfro Lands

The destooled chief of Ngleshie Amanfro, Kwashie Gborlor IV, who claimed to have been enstooled in August 2011 at the time Nii Cofie Adjenkwah III was still the reigning chief of the area and his surrogates have devised some dubious ways of ensuring that they succeed in getting compensation due the Ngleshie Amanfro Stool regarding the site for Irrigation Development Project from government.

This paper has gathered that under Executive Instruments EI 61, government released lands acquired back to their owners and offer compensation over such lands.

In a letter dated October 30, 2013 signed for the Minister of Lands and Natural Resources to the Acting Executive Secretary of the Lands Commission, it was stated that site for Irrigation Development Project II belonging to Ngleshie Amanfro Stool be compensated.

Meanwhile, Nii Kwashie Gborlor IV, the self-styled chief has accorded to himself another Title; Head of the Kwashie Gborlor Family of Ngleshie Amanfro soon after government made the decision to compensate the Stool to allow him ( Kwashie Gborlor IV aka Koforidua) to receive the compensation from government.

This paper’s checks have revealed that there are several Court documents in which  Nii Armah Okine was referred to as the Head of the Kwashie Gborlor Family but not Kwashie Gborlor IV, aka Humphrey Dzator Botchway as he claimed.

A High Court documents SUIT NO. L134/2003 and SUIT NO. TRLD. 7/10 all are indicative of Nii Armah Okine as the Head of the Kwashie Gborlor Family.

In SUIT NO. L134/2003, Nii Armah Okine was described in an amended Claim pursuant to an Order of Joinder granted by His Lordship Justice Richard Asamoah on November 13, 2006 as “The 3rd Plaintiff is the Head of the Kwashie Gborlor Family of Ngleshie Amanfro, Accra, in the James Town Ngleshie Alata Division of the Ga Traditional Council, and brings this action on his own behalf and for and on behalf of the people of Ngleshie Amanfro.”

In the same vein, in SUIT NO. TRLD. 7/10, in the Case involving Nii Arde Nkpa VII, Nii Arde Ansah II, Nii Kwashie Gborlor IV, Mikail Agbonard Vrs. Irrigation Dev. Authority, Central Mechanics and Spareparts Ltd, Lands Commission Secretariat, The Attorney General, Nii Ayinsah Sasraku III, Nii Kwashie Gborlor IV was also described as Head of the Kwashie Gborlor Family of Ngleshie Amanfro.

“The 3rd Plaintiff (Nii Kwashie Gborlor IV) was also described as the Head of the Kwashie Gborlor Family of Ngleshie Amanfro, Accra and Custodian of the lands at Ngleshie Amanfro.”

Meanwhile, pursuant to the letter by the Minister of Lands and Natural Resources as regards compensation over parcels of land for Irrigation Development Project II, Nii Kojo Ababio V, Paramount Chief and President of the Ngleshie Alata Traditional Council in a letter dated March, 2014 also wrote to the Lands Commission introducing Nii Kwashie Gborlor IV the destooled chief who does not hail from Ngleshie Amanfro as an Authorised chief of Ngleshie Amanfro who has the capacity to receive the compensation from government.

This development came to many people in Ngleshie Amanfro as a surprise since Kwashie Gborlor IV aka Humphery Dzartor Botchway was an ally and an agent to the Defendants in Suit No. SOL/12/09 which judgement restrained Kwashie Gborlor IV and the defendants in the said Suit from disposing of, and alienating Ngleshie Amanfro lands without authorization from the Ngleshie Amanfro Stool represented and led by Nii Akramah Nyonmor Bei II the current Occupant of the Ngleshie Amanfro Stool and his Elders as Plaintiffs in the above mentioned Suit which judgment went in favour of the Ngleshie Amanfro Stool in April, 2013.

Speaking to some indigenes of Ngleshie Amanfro, they indicated that the destooled Kwashie Gborlor IV and Nii Kojo Ababio V have some ulterior motive for the sudden swap of Kwashie Gborlor IV’s title with Nii Armah Okine as Head of the Kwashie Gborlor family.

The Ngleshie Amanfro Stool could not understand why Kwashie Gborlor IV can introduce himself to the law Courts of Ghana as Head of the Kwashie Gborlor Family and at the same time introduce himself as Chief of Ngleshie Amanfro although destooled to the Ministry of Lands and other State Agencies. This certainly constitutes PERJURY. The Ngleshie Amanfro Stool has indicated to this Paper that it will take appropriate legal measures to address this double standards game being perpetrated by the destooled Kwashie Gborlor IV and Nii Armah Okine both of the so-called Kwashie Gborlor Family.

The Ngleshie Amanfro Stool sees the move by Nii Kojo Ababio V and the destooled so-called Kwashie Gborlor IV to gamble with the Ngleshie Amanfro Stool and other Stool lands under the jurisdiction of Ngleshie Alata Traditional Council. This must not be allowed to succeed.

Meanwhile, an Elder of The Ngleshie Amanfro Stool has WARNED the general public that the so-called Kwashie Gborlor Family whose Counter-claim in Suit Number SOL/12/09 was dismissed by an Accra High Court, Lands Division is NOT One of the Seven Recognized and Accredited Families of Ngleshie Amanfro from time immemorial. This revelation is captured in a document dated December, 1973. The Elder, therefore entreated any member of the general public not to transacts business in respect of Ngleshie Amanfro Stool lands with any member the said Kwashie Gborlor Family. He said the Stool Secretary for the Ngleshie Amanfro Stool can be contacted on telephone Numbers 0244-459-016, 0265-368-119 for any assistance.

The Stool also mentioned that there are enough evidence that Kwashie Gborlor IV is not the Chief of Ngleshie Amanfro and that government must not make the mistake of dealing with him as regards compensation to the people of Ngleshie Amanfro regarding the lands.

The Ngleshie Amanfro Stool has warned that irrespective of the game plan hatched by Kwashie Gborlor IV, the destooled chief and Nii Kojo Ababio, James Town mantse, the Stool shall take every necessary legal action to stop their moves.  Time Will Tell.
