Members of Parliament on the ticket of the National Democratic Congress (NDC) have concluded that the renegotiated AMERI power agreement which is yet to be approved by Parliament is a complete rip-off and the blame must be laid at the door step of the President Nana Akufo-Addo.
According to the Minority, it finds it very scandalous, the attempt by the government to introduce a third party, Mytilineous International Trading Company, to assume ownership of the power plant for an extended 15 year period at a cost of $1.035 billion, when it is left with just two and a half years for the country to take complete ownership of the power plant.
This was made known at a press conference in Parliament on Wednesday, August 1, 2018, addressed by the Former Deputy Minister for Power in the erstwhile John Mahama led NDC administration, John Abdulai Jinapor.
It would be recalled that at the time the country was reeling under power crisis in the John Mahama led administration, the government of Ghana signed a deal with the Africa and Middle East Resources Investment Group LLC (AMERI) Energy to supply 10 TM2500+ power turbines to produce 250MW of electricity.
Under the Build, Own, Operate and Transfer Agreement signed on 10th February 2015, AMERI had the sole responsibility to source funding, construct the plant, including the installation of all auxiliary services, as well as operate the plant for maximum period of Five Years. The agreement had a deferred payment of $510 Million to be repaid over the five year period after which the entire plant shall revert to the Government of Ghana at no additional cost.
However, officials of the current NPP government led by President Akufo-Addo, then in opposition kicked against the deal by citing financial irregularities and over pricing of the cost of the project to the tune of some $150 Million since according to them the project should not cost more than $360 Million. They promised to abrogate the deal if they were given power, hence the newly renegotiated deal.
But addressing the Parliamentary Press Corps at the press conference, the Former Deputy Minister and MP for Yape Kusogu, John Jinapor alleged that the terms of the new agreement reveals that some people in government have inflated the figures in order to line up their pockets.
“This agreement with Mytilineous International is full of padded, inflated and contrived Miscellaneous figures which clearly reveal that the new deal is fit into a grand scheme orchestrated at the very highest echelons of government to create, loot and share the spoils of those new agreements.” He observed.
He bemoaned the attempt that was made by government to smuggle the agreement through parliament for approval at the blind side of the Minority when the Minority Members of the Committee were at the funeral of the Late Vice President Amissah Arthur.
“Even more disturbing is the attempt by this government to stampede Parliament into approving this poorly negotiated agreement under a certificate of urgency when the House was just about going on break. Government officials must really be in an indecent hurry to achieve their aim of sharing the spoils of this deal.”
He further sought to nail the president and his administration on corruption charges when he questioned why the normal cabinet consideration and approval was supplanted by Executive approval from the President himself.
“Ladies and Gentlemen, this therefore means that ultimate responsibility as far as this scandalous deal is concerned must be placed on the President of Ghana. President Akufo-Addo must be personally held responsible for this scandal.” He said.
The Former Deputy Minister of Power and the MP for Yape Kusogu, wondered why the President, with his background as an experienced lawyer and the opportunity available to him to seek legal opinion from the Attorney General and the Finance Ministry among others, still went ahead to grant an Executive approval to such a deal which the minority considers to be dubious.
“We are convinced beyond reasonable doubt that the President is deeply involved this dubious, scandalous and stinking deal.” He added.
