The Chairman of the National Premix Fuel Committee, Nii Lantey Bannerman, has revealed that the National Petroleum Authority (NPA) has over the years been sanctioning culprits engaged in premix fuel diversion.
He, however, said these sanctions are not announced in the media, and, so, some persons believe the NPA has failed to crack the whip on culprits.
Mr Bannerman’s comments come on the heels of a charge by the Chamber of Petroleum Consumers-Ghana (COPEC-GH) to the NPA to introduce stiffer punishment for culprits.
COPEC-GH has also charged the NPA to carry out an assessment to determine the destination of over 200 trucks that loaded premix products and are suspected to have diverted them.
Executive Secretary of COPEC-GH, Duncan Amoah, in a statement, expressed worry over the lapses in the distribution system of premix fuel and called for a review to end the diversions.
“The news of the diversions whose end point we are unable to determine as of this day and time, indeed, poses a danger to the engines of the unsuspecting public who buy fuel from some of the compromised outlets.
“It is our belief that the whole premix arrangement needs a complete review and a complete overhaul. The current system in practice is simply prone to such corrupt diversions and re-trading as the difference in real market price and how much we subsidise makes lucrative business for those in the supply chain,” COPEC-GH said in a statement.
Speaking in an interview with Chief Jerry Forson, host of Ghana Yensom on Accra100.5FM on Thursday, 30 November, Mr Bannerman said: “The NPA has, over the years, punished several people for diversion of premix fuel but because we do not announce it, people are unaware of it.
“We don’t run the various government offices and agencies in the public domain, and, so, it is not everything that happens in our offices that we bring out.”
Touching on how to deal with the diversion of premix fuel, he said: “One of the guidelines we have adopted is that we should close all landing beach outlets that do not meet the requirements or our standards. We should also restrict the supply of the premix fuel to the ports, not the Lake communities.”
