A Request for Investigations into Allegations of a Plot to support the Rigging of the December 7 Elections by some Policemen under the Direction of Deputy IGP Christian Tetteh Yohuno
Owula Mangortey writes from afar to President-Elect Dramani Ibn Mahama...
Your Excellency, the Deputy IGP, COP Christian Tetteh Yohuno, is from my mother’s hometown in the Osudoku general area of the Greater Accra Region. So, I am proud of him for rising to the top of the Ghana Police Service.
I write to respectfully request that when you assume the office of President of Ghana, COP Tetteh Yohuno is given an opportunity to appear before an investigative inquiry to clear up some allegations against him, which a complainant brought to my attention.
Accordingly, to aid the investigations, I am respectfully forwarding to you the following unedited complaint and a copy of a court suit no. GT/0149/2025 filed at the Accra High Court on 11th November 2024 by Issifu Kadiri Abdul Rauf, Esq., in which the plaintiffs who are Police officers with the PID, perhaps unwittingly, implicated COP Tetteh Yohuno, in what appears to be an unauthorised election day Police security exercise – OPERATION D-DAY – deemed to have been intended to support a December 7 election rigging agenda:
DEPUTY IGP CHRISTIAN TETTEH YOHUNO CONSPIRACY WITH NATIONAL SECURITY AND HENRY QUARTEY TO RIG THE 2024 GENERAL ELECTIONS FOILED BY IGP DAMPARE.
Following the appointment of Christian Tetteh Yohonu as the Deputy IGP in charge of operations by the Akufo-Addo government, it is alleged that Tetteh Yohuno had several meetings with the national security together with Henry Quartey, to rig the general election in favour of the NPP.
Subsequently, Mr. Yohuno recruited some junior officers through ASP. Bawa Abdul Jalil an NPP vigilante and a leader of the invisible forces in the Ghana Police Service to recruit some dedicated NPP officers to action the plans of the NPP to rig the just ended general election.
ASP Bawa Jalil upon the instructions of Mr Yohuno recruited ten officers from the PID at the blind side of the Director-General, Police Intelligence Directorate (DG/PID) who will serve as team teams for the yet to be recruited over 1000 officers and civilians to implement the strategy directed by Mr. Yohuno through ASP Bawa Jalil.
Below are the officers recruited by Mr. Tetteh Yohonu:
1. Inspector Alexander Odoi
2. Sergeant Prince Owusu Fayosey
3. Sergeant Prince Owusu Fayosey
4. Sergeant Seidu Essilfie
5. Sergeant Alex Abah
6. Corporal John Yao Adzimagbor
7. Corporal Micheal Kwasi Avuyi
8. Corporal Huudu Muhammed Wumbe
9. Corporal Kabiru Mohammed
10. Corporal Hannah Antwi- Boasiako
These agents (police officers) of Mr. Yohonu together with Deputy Chief of Staff’s driver met with their boss ASP Jalil at his residence on 27th September, 2024 to discuss how to implement and further recruit other officers to join the state sponsored vigilante team. Further, to this meeting Mr. Yohonu advised his vigilante group to create a whatsapp for effective communication and organization of the group called “OPERATIONS D-DAY”
Unfortunately for said state sponsored vigilantes, it is alleged that IGP Dampare got wing of the intelligence and immediately disorganized the group by transferring the officers before the election.
Mr. Yohuno being dissatisfied with the transferred and disorganization of his state sponsored vigilantes, directed the affected junior officers not to comply with the transfer and that the transfer was dubious, aimed at frustrating their “OPERATIONS D-DAY”. The Deputy IGP assured his vigilante group that NPP will win the election and he (Yohuno) will be made the IGP to reverse the transfer and promote them for their service. This is a clear demonstration of an act and/or organization of mutiny and a constructive coup d’état by the Deputy IGP to under the security of the election and also to plunge the country into chaos.
Subsequently, Mr. Yohonu allegedly sponsored the affected state sponsored vigilantes in a suit number GT/0149/2025 dated 11th November, 2024 to bring action against the IGP for unfair transfer.
The alleged state sponsored vigilantes, in their affidavit in support of their action at the Court admitted that they were recruited by Mr. Yohonu. Again, they also indicated in their affidavit that Mr. Yohonu asked them not proceed on the transfer and the transfer is dubious. See attached court process together with the affidavit in support of the action against the IGP.
The Operations D-Day by Mr. Tetteh Yohuno And His Accomplices
As indicated earlier, following Mr. Yohuno’s appointment as the Deputy igp in-charge of operations, and as a condition precedent for his appointment, Mr. Yohuno agreed to assist the NPP to rig the just ended and peaceful 2024 general election.
The conspiracy including organising armed Police and National security operatives by Mr. Yohuno to create mayhem and chaotic atmosphere at some selected polling and collation centres to facilitate stuffing and swapping of ballot boxes in favour of the NPP.
The said the “Operations D-Day” begun with the successful recruitment and training of the state sponsored vigilantes by the Deputy IGP.
Operations D-Day
The Deputy IGP and his accomplices including the National security and Henry Quartey was to deploy the above named armed state sponsored vigilantes together with others to some selected polling/collation centres. The primary duty of these armed state sponsored vigilantes and others was to be strategically stationed at some selected polling and collation centres across the country. The trained National security officers including the civilians will emerge at the selected polling and collation centres across the country to create an organized chaos, including indiscriminate firing of guns. At this juncture, Mr. Yohonu’s state sponsored vigilantes group will emerge to protect the ballot boxes by moving them into an alleged save heaven including state properties under the pretence of protecting the boxes. The Yohonu trained officers will subsequently swapped the original boxes with already stuffed ballot boxes before bringing the boxes back when the chaotic has been normalize by the professional security officers.
Disorganization of Yohonu’s led strategy
Unfortunately for Mr. Yohuno and his accomplices, the IGP allegedly got wing of the strategy by Mr. Yohuno and his state sponsored vigilantes attempt to destabilize the country for their parochial interest. Subsequently, these recruited state sponsored vigilantes in the police service were allegedly transferred by the IGP in order to disorganize the formation by Mr. Yohuno to distabiliazed the Country through stuffing and swapping of ballot boxes on the 7th December, 2024. Mr. Yohonu been dissatisfied with action by the IGP, allegedly sponsored the affected state sponsored vigilantes in a suit number GT/0149/2025 dated 11th November, 2024 to bring action against the IGP for unfair transfer.
Antecedent of ASP Bawa Abdul Jalil, leader of Yohonu’s state sponsored vigilante group.
Bawah Abdul-Jalil is a notorious figure with a complex history within the Ghana Police Service and political circles. Our analysis, based on information from various open sources, human intelligence and doxing, reveals a tumultuous journey as follows;
In 2005, at the age of 24, Abdul-Jalil and one of the leaders of the NPP invisible forces was attacked, assault and caused harm on assembly members of the Tamale Metropolitan Assembly (TMA) believed to sympathizer of the NDC. Bawa Jalil and his five (5) other accomplices who attacked the police during the attacked was arraigned before Court and remanded into prison custody by the Tamale Circuit Court, as reported by www.modernghana.com.
Interestingly, in the 2006, Abdul-Jalil, the leader of the invisible forces, was released from custody and enlisted into the Ghana Police Service.
ASP Bawa Jalil Police Career
ASP Bawa Jalil career took a dark turn in 2008 when he was interdicted by the Ghana Police Service for allegedly conspiring with some members of the his Invisible Forces to steal weapons and ammunition from the police armoury, by disguising his members as police officers. This incident was reported by Ghanaweb.com. ASP Bawa Jalil, whilst on interdiction went back fully into his root the “NPP Invisible Forces” used to cause mayhem before, during and after the 2016 general election.
Post interdiction
Post-interdiction in early 2017, Abdul-Jalil led the NPP Invisible Forces to the Jubilee House, attacked, assaulted and caused harm to some security details of H/H. John Mahama including now rtd DSP Nanka Bruce. A viral video showed him (ASP Jalil) involved in the brutalization of then ASP Nanka Bruce at the Jubillee House and collected the official vehicles from Nanka Bruce and his team. The fact that NPP in power, the investigation and prosecution of the leader of Mr. Yohonu’s State sponsored vigilante group was thwarted. Subsequently, ASP Bawa Jalil was given special recommendation to the Police college and graduated as Assistant Superintendent of Police (ASP).
