State Land Scandal: NIB boss’s ,160k land deal unearthed amidst legal threats
A leaked document from the Lands Commission has revealed that Nana Attobrah Quaicoe, Director-General of the National Intelligence Bureau (NIB), acquired a prime piece of state land in the Cantonments area of Accra for just over GH¢160,000.

This development contradicts previous claims made by both Mr. Quaicoe and legal practitioner Martin Kpebu.
The document, including Mr. Quaicoe’s personal details and photograph, specifies that the land, designated as Plot No. 8, is approximately 0.24 acres and is located within the Giffard Road Layout Extension Area, under the La Dade Kotopon Municipal Assembly. The lease agreement names the President of the Republic as the lessor and Nana Attobrah Quaicoe as the lessee.
According to the document, Mr. Quaicoe paid GH¢160,715.00 as a premium for the lease and is also required to pay an annual ground rent of GH¢6,720.00, subject to review every five years.
It’s worth noting that land in prime areas of Accra, such as Cantonments, is typically valued in the millions of Ghana cedis or US dollars, making this transaction appear significantly below market value.
This revelation comes after Mr. Quaicoe threatened to sue Martin Kpebu for defamation. Kpebu had previously claimed that Mr. Quaicoe had voluntarily returned state land he acquired, following concerns raised by Samuel Okudzeto Ablakwa, head of the ORAL preparatory committee.
Kpebu stated that Mr. Quaicoe’s return of the land had prevented him from being investigated by the ORAL committee. However, Mr. Quaicoe, through his lawyers, has denied that he willingly returned the land, claiming Kpebu’s statements were false and defamatory.
