Anti-Corruption Crusaders Petitioned Amidu Over Smelly Deals At MMT

Crusaders Against Corruption(CAC) an anti-corruption civil society organisation, has petitioned the office of Special Prosecutor to investigate the Metro Mass Transit over some procurement breaches which has the potential of raping the taxpayer.

According to the Crusaders, the MMT has entered into an agreement to purchase 200 Unit of Intercity Huanghai Buses from Messr Liaoning Huanghai Automobile, without appropriate due process to ensure value for money.

A statement signed by Chief Crusader, Emmanuel Wilson Jnr, is, therefore, asking the Special Prosecutor, Martin Amidu and his investigation team to zoom into the matter.

PETITION FOR AN INVESTIGATION INTO THE PURCHASE OF 200 UNITS INTERCITY HUANGHAI BUSES FROM MESSRS. LIAONING HUANGHAI AUTOMOBILE (L.H.A.) BY MMT
Crusaders against Corruption (C.A.C.) Ghana was copied in a letter dated 22.10.2019 assigned by Mr Lawal Laah Fuseini on the subject matter “Short Term Loan OF $2,100.000 TO METRO
MASS TRANSIT LIMITED (MMT) FOR DOWN PAYMENT OF HUANGHAI BUSES FROM
CHINA” and addressed to the Board Chairman of Agricultural Development Bank.
Upon receipt of the above-mentioned letter, a preliminary investigation was done by C.A.C., and the result suggests the following:
• Due Process was not fully followed by Mr. Albert Adu Boahen (MD) and the MMT, in the process that resulted in the final decision on the above subject.
• There are conflicting technical reports from MMT, on the yet to purchase L.H.A. buses and C.A.C can warn that the implementation of this contract will not provide value for money to the taxpayer and will be a waste of Ghana’s taxes.

• The tendering process that was engaged in by Mr Albert Adu Boahen (MD), and the MMT, is contrary to the provisions in Articles 40 and 41 of the Public Procurement Act, 2003 (Act 662),
Sir, in the interest of protecting the public purse and to avert any form of corruption that this transaction may bring, Crusaders Against Corruption Ghana humbly request your office to further investigate the above subject matter. Attached to this petition for your kind study are copies of two conflicting reports and some other documents that Crusaders Against Corruption Ghana have in its possession that may serve as a lead into your subsequent investigation.
In addition is your copy of a letter which Crusaders Against Corruption Ghana has delivered to Agricultural Development Bank, requesting them to stop any financial commitment towards this transaction, until a thorough investigation is concluded.
