Causing Financial Loss to the State: Court to rule SSNIT Case on Nov. 29
The OBS project, initiated in June 2010, originally had a budget of $34 million and aimed to modernize SSNIT’s operations through Information and Communications Technology (ICT) to improve Ghana’s pension administration system.

The defendants include former SSNIT IT manager John Hagan Mensah, CEO of Perfect Business Systems Juliet Hassana Kramer, former Head of Management Information Systems Caleb Kwaku Afaglo, and SSNIT lawyer Peter Hayibor.
They are charged with causing financial loss to the state in connection with the acquisition of the SSNIT Operational Business Suite (OBS) project, which is valued at $14.8 million.
The OBS project, initiated in June 2010, originally had a budget of $34 million and aimed to modernize SSNIT’s operations through Information and Communications Technology (ICT) to improve Ghana’s pension administration system.
However, the prosecution alleges that from September 2013 to September 2016, the project’s costs skyrocketed to over $66 million, while failing to deliver the anticipated results.
The accused are alleged to have engaged in misconduct that contributed significantly to these financial losses.
Despite the gravity of the charges, all defendants have pleaded not guilty.
Throughout the proceedings, the prosecution has presented its witnesses under the oversight of Justice Henry A. Kwofie, a Supreme Court judge.
The upcoming ruling will be a crucial moment in the ongoing legal battle, as it will dictate the future course of this high-profile case involving alleged corruption and mismanagement within a key state institution.
