Defying Authority: Caitec Snubs Mahama’s Directive on Illegal Encroachment of Weija Ramsar Site

Caitec, a transport and logistics company operating within the Weija-Gbawe Municipality in the Greater Accra Region, has defied a presidential order to reverse its illegal reclamation activities on portions of the Weija Ramsar Site.
President John Dramani Mahama, during a recent tour of flood-prone areas in Accra, directed the company to remove the materials used in reclaiming parts of the Ramsar Site and restore the area to its natural state — at its own expense. The directive was aimed at facilitating the smooth dredging of the area to prevent flooding ahead of the rainy season.

However, weeks after the President’s clear instruction, the company has failed to comply.

An inspection by the Greater Accra Regional Security Council (REGSEC), led by the Regional Minister, Madam Linda Obenewaa Akweley Ocloo, on Thursday, April 10, 2025, confirmed that Caitec had disregarded the President’s directive.
Addressing the media after the inspection, a visibly disappointed Madam Ocloo expressed frustration over the company’s inaction.
“We were here when His Excellency gave clear instructions — that they should remove all the materials they used to fill the area and dredge the site at their own cost. Official letters were sent to them. But coming here today, it is clear they have ignored these instructions,” she lamented.

Madam Ocloo warned that REGSEC would not hesitate to intervene directly if the company continued to flout the President’s order.
“We will go back, remobilise, and return with our own machinery to do what needs to be done. This is a deliberate act of defiance. I don’t know who within the assembly is compromising or turning a blind eye to this issue.
They were aware that the restoration exercise was to begin today, yet we have met this unfortunate situation. If Caitec refuses to comply, we will take action and enforce the law,” the Minister stressed.
The government’s position remains clear — the integrity of the Weija Ramsar Site must be restored, and any attempt to undermine that directive will be met with strict enforcement measures.
