False Claimant Chief Dodges Police On the run
When Katakyie Ntsiful Essel V, laying claim to the Wassa Fiiase Paramountcy in the Western Region daringly provided false information on his Chieftaincy Declaration (CD) forms in his unbridled guest to ascend that throne, little did he know that it would land him in trouble.
Now, dancing to his own tune, he has taken to his heels, thus avoiding the police who are seriously chasing him for further explanations on information on his CD forms.
According to our information, Police CID headquarters in Accra invited him last Thursday, November 12, 2020 for an explanation but he claimed he was going for a medical check-up on his risen BP status, and that he would report on Monday November 17, 2020. Strangely enough, when Monday came, Katakyie Essel was nowhere to be found, a situation that has firmly placed him on the police wanted list.
Our information has it that the false information he provided included claims that he was in possession of all properties of the stool including the royal palace at Benso, the black stool, and the claim that there was a distoolment charge-standing against his so-called predecessor, Osagyefo Kwamena Enimil VI.
These false claims, we have gathered, have also been made by Katakyie Essel in a Sekondi High Court, thus, making him susceptible to be charged with forgery. This is because he made those claims with the intention of deceiving the public, hence being on the run, we gathered.
BOMBSHELL
We have gathered further, that though Katakyie Essel has not yet been recognized as chief, he is pestering the Registrar at the National House of Chiefs to have his named dully endorsed in the National Register of Chiefs, by resorting to the courts. In these daring efforts, he has filed a suit in a High Court in Kumasi, with the case on-going.
False Declarations
According to documents cited, which include the CD Form “IA” and “IB” of the claimant, information on those forms are outright lies, meant to deceive the public.
For instance, on the CD Form IB, Assouan Nyanmy, claims to have been enstooled Paramount Chief at Benso, the Traditional Capital of Wassa Fiase on October 19, 2020, with the stool name Katakyie Ntsiful Essel V.
He averred further that there was no case pending against his installation. Assouan Nyanmy in his claims alleged that he was in possession of the stool/property including the Black stool.
Also, on this CD Form IA, Assouan Nyanmy claimed to have succeeded in disputed Omanhene, Osagyefo Kwamena Enimil IV, in October 20, 2016, averring further that there was no case pending against Osagyefo Enimil IV.
Our Checks
Our checks however proved otherwise. According to our checks, Assouan Nyanmy was enstooled at a short ceremony at Dompim Pepesa, which is not part of Wassa Fiase. Also, he was not in possession of any stool property including the Black stool, which he has never set eyes on. What is more, his so-called Predecessor, Osagyefo Enimil was destooled on August 19, 2015, and his position declared “null and void”. Subsequently, there was no way he could, that simply replace the destooled Chief, against whom a case was pending.
Doubtful Citizenship
Emmanuel Assuoan Nyanmy’s CV also brings into sharp focus his true nationality, either Ivoriene or Ghanaian. This is because on the CV, he is reported to have done his basic schooling at the EPP School in La Cote D’ivoire, completing in 1976. Thereafter, he furthered his cycle education at CMA Secondary Technical School also in La Cote d’Ivoire, completing successfully in 1987. Again, in 1983, he allegedly obtained his Diploma in Electrical engineering at the Eurebo College in La Cote d’Ivoire.
Assuoan Nyanmy is said to be a businessman, married with four (4) children with a Christian background, enjoying Tilapia with “Akyeke” and maybe pay a and his favorite hobby is listening to music.
He is believed to have been born on June 5, 1956 to Mr. George Assuoan Nyanmy and Alberta Teller of Half Assin. Once more, one wonders how someone with this background can rise to occupy the High Paramountcy of Wassa Fiase. “Your guess is as good as ours”.
Disclaimer From Kingmakers
While purporting to have been “nominated, elected and confined” as chief between October 16/17 and 20, 2020, a letter of disclaimer from the kingmakers suggests otherwise.
The said letter, emanated from the Office of Nana Kwadu Kyerefo III, Acting President of Wassa Fiase Traditional Council, Tarkwa from August 25, 2015, to December 31, 2017.
With Ref No NKK/1 – 200, and dated, June 16, 2020, it was addressed to the Registrar, National House of Chiefs, Kumasi through the Registrar, Western Regional House of Chiefs, Sekondi. Copies of the said letter were presented to; The President, National House of Chiefs, The President, Western Regional House of Chiefs, the Director, CID, Police Headquarters, Accra and the Registrar, Wassa Fiase Traditional Council.
For the avoidance of doubt and public information, we re-produce the content of the said disclaimer letter.
Dear Sir,
NOTICE OF CANCELLATION AND WITHDRAWAL OF CHIEFTAINCY DECLARATION FORMS FOR KATAKYIE NTSIFUL ESSEL V DOUBTFULLY SIGNED ON THE 20TH OF OCTOBER 2016 BY I, NANA KWADU KYEREFO III AS ACTING PRESIDENT OF THE WASSA FIASE TRADITIONAL COUNCIL.
My attention has been drawn by the Ghana Police Service at the Criminal Investigation Headquarters in Accra concerning a complaint by Lawyer for Odeneho Akrofa Krukoko II concerning the Chieftaincy Declaration Forms 1A and 1B of Katakyie Ntsiful Essel V forwarded by the Registrar of the Wassa Fiase Traditional Council through the Western Regional House of Chiefs to the National House of Chiefs without my authorization and direction.
My ‘aim of writing to your office this letter is due to an ongoing Criminal Investigation concerning the doubtful vacation and enstoolment forms for Katakyie Ntsiful Essel V for investigation.
I write to clarify matters regarding the CD Forms 1A and 1B for Katakyie Ntsiful Essel V as follows:
All the Kingmakers that took part in the installation and enstoolment of Katakyie Ntsiful Essel V, NAMELY: Nana Kwadu Kyirefi III, Chief of Sekyere Heman, Nana Kwandoh Brempong III, Chief of Adum Benso, Nana Kwaw Amoah II, Chief of Adansi, Nana Kwasi Atobrah II, Chief of Essuso, Nana Ampong Kwasi, Chief of Esikuma and Nana Kwamena Enimil II, Chief of Dompim No. 1 are all aware that the enstoolment of Katakyie Ntsiful Essel V took place at Dompim Pepesa and not Benso as stated on the CD Forms which Katakyie himself confirmed at the CID Headquarters and there was no Black Stool seen on the day of the enstoolment, 19th October 2016 as other five Kingmakers were not present with me and Katakyie Ntsiful Essel V in the enstoolment room.
I did not authorize the Registrar to transmit any CD Forms without my authorization in favour of Katakyie Nstiful Essel V to the Western Regional House of Chiefs on the 20th of October 2016 as the CD Forms were not shown to me for direction to enable me to ascertain the genuineness of the completed CD Forms.
Katakyie Ntsiful Essel V CD Forms did not pass through the normal procedure of putting the CD Forms before the Research Committee, the Standing Committee and the General House of the Wassa Fiase Traditional Council to be vetted after the filing of the CD Forms on the 20th of October 2016 before same was forwarded.
That I Nana Kwadu Kyerefo III, Acting President of Wassa Fiase Traditional Council states that even though I participated in the enstoolment of Katakyie Ntsiful Essel V at Dompim Pepesa at short notice that evening, I cautioned my colleges and reminded them of the past error we did in installing Osageyfo Kwamina Enimil VI in a similar manner which the Judicial Committee of the Western Regional House Chiefs ruled against(the Kingmakers in 2015 that Osagyefo’s enstoolment was not properly done and therefore null and void based on which we destooled Osagyefo Kwamena Enimil VI, when we the Kingmakers of the Wassa Fiase Paramount Stool filed a declaration before the Judicial Committee of the Western Regional House of Chiefs, Sekondi, that Osagyefo Kwamena Enimil VI be recognized as the Omanhene of the Wassa Fiase Traditional Area which ruling of the Judicial Committee of the Western Regional House of Chiefs we did not appeal against making it impossible to install another Omanhene.
Instead of allowing Odeneho Akrofa Krukoko to continue his kinship, we the Kingmakers overlooked and installed Katakyie Ntsiful Essel V.
Upon seeing the completed enstoolment forms for Katakyie Ntsiful Essel V for the first time bearing my signature as Acting President with my name Nana Kwadu Kyerefo III at the CID Headquarters in Accra, I write this letter to cancel and withdraw the CD Forms of Katakyie Ntsiful Essel V forwarded by the Registrar of Wassa Fiase Traditional Council bearing my name, Nana Kwadu Kyerefo III and the doubful signature by me as Acting President of the Wassa Fiase Traditional Council. Due to the false information on Katakyie Ntisful Essel V Chieftaincy Declaration Forms, I am writing to cancel and withdraw same. I hereby cancel and withdraw the vacation form and the enstoolment form of Katakyie Ntsiful Essel V and same are hereby canceled and withdrawn by me Nana Kwadu Kyerefo Ill, Acting President Wassa Fiase Traditional Council in the year 2016 as the CD Forms were falsely prepared and same are null and void and of no legal effect.
Hereby sincerely apologies for any inconvenience this might have caused.
Yours faithfully,
NANA KWADU KYEREFO III
Acting President (2015-2017) Wassa Fiase Traditional Council Tarkwa —Western Region
Cc:
President National House Chiefs
President Western Regional House of Chiefs
Director Criminal Investigation Department, Police HQ Accra
The Registrar Wassa Fiase Traditional Council
Also cited was another letter from the Judicial Committee of the Western Regional House of Chiefs, Sekondi, dated October 17, 2016. In this letter, the Kingmakers, hereby known as petitioners, filed a notice of discontinuance at the Western Regional House of Chiefs for service on the respondents, Odeneho Akrofa Krukoko II. The petitioners are the same as the afore-mentioned kingmakers.
It read, “Take notice that the above petitioners hereby discontinue the above petition against the respondent, who has since vacated the Paramountcy of Wassa Fiase. Dated at Arapra Chambers, Cape Coast this day, September 5, 2016.
Comedy of Errors – Test Case for National House of Chiefs
As if the afore-cited documents are not enough, Assuoan Nyanmy, in his quest to become Omanhene of Wassa Fiase, is also seeking an “order of Mandamus” to compel the Western Regional House of Chiefs to process and transmit the Chieftancy Declaration Forms (CD Form) of Applicant Assuoan Nyanmy to the National House of Chiefs in terms of supporting affidavit and any other order (s) as this honorable court may deem fit.
This is contained in a suit No. E9/4/18. This suit was held in the Superior Court of Justice, held in Sekondi on Thursday, 19th Day of October, 2017. The suit was presided over by P. Bright Mensah, Justice of the High Court, who, we hear has ordered that Assuoan Nyanmy’s request be met. It has the title, “The Republic vrs Western Regional House of Chiefs as Respondent with Katakyie Ntsiful Essel as Exparte.
