I Won’t Tolerate Disrespect from MMDCEs Towards MPs Under My Watch – Ibrahim Ahmed

Hon. Ibrahim Ahmed, the President’s nominee for the Ministry of Local Government, Chieftaincy, and Religious Affairs, has firmly stated that he will not tolerate any disrespect from District Chief Executives (DCEs) towards Members of Parliament (MPs).

Speaking before the Parliamentary Vetting Committee on Tuesday, January 21, 2025, Hon. Ahmed made it clear that the era in which DCEs undermined MPs, particularly by withholding their share of the Assembly’s Common Fund, is over. He emphasized that such behavior will not be accepted under his leadership.

The nominee recalled that in the past, some DCEs who were eyeing parliamentary seats intentionally delayed or withheld the Common Fund allocations to sabotage their MPs. However, he assured the Committee that those actions are now a thing of the past, and any DCE who engages in such behavior in the future will do so at their own peril.

Regarding funding for the Assemblies, Hon. Ahmed expressed that the most effective and fastest way to generate revenue is through the proper collection of rates. He underscored the importance of improving local revenue generation mechanisms to support the financial sustainability of the Assemblies.

Belief in Unity and Collaboration

A strong advocate of unity and collaboration, Hon. Ahmed explained that he will work closely with past ministers and all key stakeholders within the Ministry to explore innovative ways of generating revenue for the Ministry and driving national development. He emphasized that he sees himself as a team player and intends to involve all relevant parties in the Ministry for the swift development of the country.

When discussing the District Road Improvement Program (DRIP), Hon. Ahmed pointed out that the initiative, launched by the previous New Patriotic Party (NPP) administration, was not well-structured. He revealed that it was instituted at the Presidency rather than through the Ministry, which created complications in its implementation. If confirmed as Minister, he vowed to properly structure the program for a smooth and effective rollout. He also assured that once the necessary equipment for the program is procured, he will ensure its successful operation.

On the selection process for MMDCEs, Hon. Ahmed argued that MMDCEs should be elected, but not along partisan lines. He emphasized that the time for such a change has come and that this reform is necessary for the effective governance of local communities. He reiterated his commitment to not tolerating disrespect or sabotage from DCEs towards MPs.

Meanwhile, the first three nominees of the President, including John Jinapor for Energy and Dr. Dominic Ayineh for Attorney General and Minister of Justice, were unanimously approved by Parliament.
