I rise to ask my respected Retired and Tired President Billy Akufo-Addo whether your GHQ(COS) could answer these preliminary questions on the USD 9, 910, 800.00 worth of ammunition supplied by Robert Kotei Ashie Ventures Limited.
Respectfully, I so request because a letter File No. GHQ1125/A(PR&D) dated 4th January 2018 (sic) and signed by Brigadier- General R.A. GYANE and titled DIRECTOR GENERAL’S COMMENTS ON THE ACCEPTANCE BOARD REPORT FOR AMMUNITION SUPPLIED BY RAK VENTURES LIMITED was addressed to the GHQ (COS).
Your Excellency, I have reviewed the record of proceedings of 27-28 December, 2018, on the PHYSICAL EXAMINATION AND INSPECTION OF AMMUNITION by the following members of the Acceptance Board:

(2). MAJ. F. TETTEH-KUMAH (GH/3385)….. Member

Because of overall Military and National Security implications, I choose to leave out the descriptions and specifications of the ammunition supplied (except for emphasis).
Your Excellency, I have studied carefully the total quantum of money, quantities and the unit cost of each ammunition sold to the GAF and I wish to ask these few questions:
(1). Did the contract go through a due open and transparent tender process?
(2). Who were the other suppliers who tended bids?
(3). What are the open market prices of all the listed ammunition?
(4). What are the logistics imperatives and operational requirements for importing such quantum of ammunition into the GAF inventory at this time of our political and democratic
history?
(5). What are the stock levels of GAF ammunition to justify such a huge investment?
(6). What is the monthly consumption of ammunition in the GAF?
(7). How long is this consignment estimated to last?
(8). When was the last stock of ammunition imports?
(9). Does the GAF have the capacity to safely store the ammunition?
(10). Has the GAF repaired all the delapidated armouries in all garisons which was initiated in 2015/ 16 under President Mahama?
(11). Has the GAF repaired the part of the BASE AMMO DEPOT (BAD) which was gutted by fire which as your soldiers whisper was apparently due to poor storage of ammunition?
(12). Has GAF remedied the circumstances that led to the fire at BAD?
(13). Can you explain seriously why you used such quantum of money (USD9,910,800.00) to buy the sort of ammunition on the list for GAF of a peaceful and democratic Ghana which is not at war whilst some of your soldiers are sleeping roughly without proper accomodation?
Your Excellency, I need answers to these preliminary questions so I can fine tune the 144 questions I intend to ask you, the Commander-in- Chief of the Ghana Armed Forces.
