Sammy Gyamfi writes: Exposing the dubious 2.2 million jobs claim by Bawumia

Folks, in Part 1 of this exposé, I dealt with the ridiculous contradictions in the figures put out by Vice President, Alhaji Bawumia (over 2.2 million jobs) vis-a-vis that of the Minister for Employment and Labour Relations, Ignatius Baffour Awuah (over 5.3 million jobs), relative to jobs they claim to have been created by the Akufo-Addo/NPP government.

I am still waiting for our NPP friends to explain why any government will have different and conflicting figures on jobs the government claims to have created depending on who is speaking.

In Part 2 of this exposé, I zoomed in on specific figures published by Vice President Bawumia as jobs created at the Education Ministry by the Akufo-Addo/NPP government since 2017. In that piece, I demonstrated with Appendix 7 of this government’s own 2017 and 2023 budget statements, that only 31,433 additional staff have been engaged under the Education Ministry since 2016 and NOT 136,053 as claimed by the Vice President.

Till date, the noisemakers who have been bragging all over the place that Bawumia spoke to the truth and even dared me to interrogate the specific figures the Vice President put out, have all of a sudden gone mute. They have been hiding in their rat holes since last night, unable to provide any response whatsoever to the facts I presented. I sincerely thought, that they would have contradicted the facts I presented by now, based on their claim of there being two categories of public sector workers, and the fact that Bawumia’s 2.2 million jobs relate to both categories, including agencies whose employees are not paid by the CAGD.

While we wait for our NPP friends to conjure another response, may we now zoom in and interrogate Bawumia’s claim of jobs created at the Health Ministry by the Akufo-Addo/Bawumia government since 2017:

1. At No.14 of Bawumia’s data sheet on jobs created by the Akufo-Addo/Bawumia government (see attached sheets), the Vice President makes the claim that this government has created a total of 106,106 jobs at the Health Ministry.

2. It is instructive to note, that unlike other sectors, the Vice President did not indicate any agencies under the Health Ministry which are responsible for creating the said 106,106 jobs. (See attached data sheet published by Bawumia on his Twitter handle for proof). This clearly presupposes that the 106,106 employees the Vice President is talking about, are employees of the Ministry of Health and nothing more. We shall therefore proceed with this analysis based on that understanding.

3. It is worthy of note, that all employees of the Ministry of Health are paid by the Finance Minister through the CAGD, hence are supposed to be captured under the Ministry of Finance’s report on the Staff Strength of Ministeries, Departments and Agencies (MDAs) at Appendix 7 of various budget statements.

4. However, an analysis of figures contained in this government’s own budget statements completely belies Bawumia’s claim that the Akufo-Addo/Bawumia government has created 106,106 jobs at the Health Ministry since 2017:

According to Appendix 7 of the 2017 budget statement presented to Parliament by the Finance Minister, Ken Ofori Atta, for and on behalf of the President of the Republic of Ghana, the Ministry of Health had a total staff strength of 103,699 as at 2017 when this government took office. (See the attached sheets for proof).

Also, according to Appendix 7 of the 2023 budget statement presented to Parliament by the Finance Minister, Ken Ofori Atta, for and on behalf of the President of the Republic of Ghana, the Ministry of Health had a total staff strength of 182,233 as at this year, 2023. (See the attached sheets for proof).

When you deduct the 2017 staff strength figure from the 2023 figure, you get 78,534. What this means is that, according to data contained in government’s own budget statements, 8th 0ere has been only 78,534 additional staffs at the Ministry of Health since 2017, and NOT 106,106 as claimed by the Liar-in-Chief of the NPP, Bawumia.

5. The Budget Statement presented to and approved by Parliament is the most authoritative source of information on sectoral performance and the governance of the country. Can the gullible NPP loudmouths who still believe Bawumia’s dubious 2.2 million jobs explain why the figure put out by Bawumia contradicts figures contained in this government’s own budget statements?

Friends, it is obvious from the foregoing, that Bawumia lied again.
