Civil Society Group, SEND Ghana, says the government’s over-reliance on donor funding in the 2020 Budget has dire consequences for the ‘Ghana Beyond Aid’ agenda.
SEND Ghana, a Civil Society Organisation, (CSO) has been assessing and analysing the 2020 Economic Policy and Budget Statement of Government.
It has identified budget credibility and over-dependence on donor funding cutting across all sectors and sector specific.
The organisation has therefore drawn government’s attention to what it calls weaknesses in the budget because they pose a threat to attaining the Ghana Beyond Aid agenda and the realisation of the SDG’s.
Addressing a news conference in Accra, the Deputy Country Director of SEND Ghana, Dr. Emmanuel Ayifah asked government to keep strengthening the Ghana Revenue Authority, (GRA), to enable it to raise the needed revenue to support government’s Policies and Programs.
Dr. Afriyie said government must ensure fiscal discipline in order to meet what he called the budget credibilty standards.
On health, Dr. Ayifah called on government to complete all health facilities under construction and equip those completed to serve the people.
Also government must release all funds due to the National Health Insurance Authority for disbursement.
The Deputy Country Director of SEND Ghana lauded the government’s Free SHS programme but urged the government to turn alteration to quality education.
The Chief Executive Officer of SEND West Africa, Siapha Kamara said the assessment and analysis of the budget is to hold government accountable in its implementation.
This he said is to ensure that the budget addresses the concerns’ of the people.
