The Executive Director of African Center for Security and Counterterrorism, Emmanuel Mawanye Kotin, says the Ghana Police Service is stressed out, leading to cases of aberration on the part of officers.

He said the Service is meant to transform officers but it appears the transformational agenda has been abandoned by the Dampare-led administration.

Mr Kotin was speaking with respect to the alleged murder on Thursday night of Victoria Dapaah, popularly known as Maadwoa, by an officer.

She was shot multiple times by her alleged boyfriend, Inspector Ahmed Twumasi, who is stationed at Manhyia as part of the Ashanti Regional Special Weapons and Tactics (SWAT) Unit.

“This is clearly a mental health issue,” Mr Kotin told presenter Martin Asiedu-Dartey on TV3‘s Midday Live on Tuesday, April 25.

He said the mental fortitude of officers is getting weaker day by day due to operational shortfalls.

The Security Analyst said the current Inspector-General of Police (IGP) started on a good note upon his assumption of officer but “now he has gone to sleep and I daresay there is a group of people in the police administration called the Dampare Boys,” he alleged.

He said that group are unilaterally promoted against the official structures, resulting in many made Inspectors.

Inspector Ahmed Twumasi appeared in court on Tuesday, April  25 for the first time since his arrest over the weekend.

He told the Asokore Mampong District Court that he had no intention to commit the crime.

“What happened is between me and God,” Inspector Twumasi told the open court.

He is scheduled to reappear on Tuesday, May 30.
