To whom it may concern: “The Chief of Defence Staff, Lt. Gen. Obed Akwa, shows capacity, capability, willingness and ability to enforce and maintain the VALUES of the Ghana Armed Forces,” says Owula Mangortey

Based on a credible Jubilee House S&A report of an incident involving soldiers in the Central Region, a simple question was asked by Owula Mangortey on 21st March, 2020:

COLONEL OWUSU ANSAH OF JUBILEE HOUSE UNDER CLOSE ARREST?

May be, as in the case of one RANGER OLATUNDE DEROJAIYE or KWAME DANQUAH, the Chief of Defence Staff was desirous to get to the bottom of the matter and so went into swift action.

Without delay, the Provost Marshall set up an investigative team under the Command of LT. COL. FK BANNERMAN, to look into the circumstances under which Colonel Owusu Ansah, the Presidential Security Coordinator of the Jubilee House seat of government and four (4) other soldiers brought the name and reputation of the Ghana Armed Forces into disrepute in an unauthorised security operation at some quarry sites in the Gomoa East District of the Central Region.

On 24th March, 2020, Lt Colonel Bannerman dispatched a report reference number SIB/7/C/20 dated 24th March, 2020 to the Army Headquaters with information copies to other GAF Stakeholders, on the findings of the investigative team on the following soldiers:

(1). COL Edward OWUSU ANSAH (GH/2705)

(2). 188945 WO1 ODEI NYARKO Isaac

(3). 189395 WO1 BOAMAH George

(4). 192605 S/SGT ANNIN Michael

(5). 193621 S/SGT ABURAM Abraham.

The highlights of the report as disclosed by a credible S&A are as follows:

(1). That Col Edward OWUSU ANSAH, the Presidential Security Coordinator, be appropriately punished for tasking soldiers to assist one Mr David AMUZU without authority.

(2). That Col. Edward OWUSU ANSAH be punished for deploying soldiers at the Presidency for an unauthorised duty.

(3). That WO1 ODEI-NYARKO Isaac, WO1 BOAMAH George, S/SGT ENNIN Michael, and S/SGT ABURAM Abraham be purnished appropriately for their negligence and performing unauthorised duty.

(4). That soldiers deployed at the Jubilee House be strongly warned to desist from performing duties outside their mandate as they bring the name of the Ghana Armed Forces into disrepute.

lt will ve recalled that on 19th March, 2020, the CDS held a Troops Durbar at which he decried the activities of some soldiers who had been engaging in unauthorized duties (“one man operations”).

The CDS warned that any soldier arrested in connection with such unauthorized operations will be severely dealt with.

As a Whistleblower with a known face and address, I have performed my National Patriotic Duty by presenting the S&A report on the fantastic swift response of General Obed Akwa, the CDS, to whom it may concern.

Abuse of power is the most grostesque of ABUSE. It is our civic duty when we see abuse of power to stand up and fight it.
