The Minister of Finance, Dr Cassiel Ato Forson, has disclosed that Ghana will begin to formalise the export of its labour to other countries.

During his presentation of the 2025 Budget Statement to Parliament on Tuesday, 11th March, Dr Forson said, “Starting this year, we will establish a structured and beneficial system for Ghanaians seeking employment abroad. This will create safer and legal pathways for our workers, ensuring that their rights and welfare are fully protected.”

He also highlighted that the formalisation would help “reduce illegal migration, prevent the exploitation of workers, and maximise the economic benefits of remittances. It will also contribute to boosting the country’s foreign exchange earnings.”

Dr Forson concluded, by saying, “The new system is designed to provide better support for Ghanaians working overseas, ensuring a regulated, safe, and beneficial process for workers while maximising the economic impact for the country.”
