We’ve Conducted Enough Education On December 17 Referendum-Director, NCCE
Director at the National Commission for Civic Education, Joyce Afutu, has explained that the national referendum scheduled for December 17 is to allow citizens vote for the amendment of the constitutional provision which currently prevents political parties from participating in District Level Elections (DLEs).
Speaking on Rainbow Radio 87.5Fm, she said the 2019 National Referendum is to enable citizens to vote on the proposed amendment of Article 55 (3) of the 1992 Constitution that currently bars political parties from participating in District Level Elections (DLEs).
She also clarified that the proposed amendment is to introduce multi-party participation in the Local Government system in Ghana.
She said this provision as entrenched in the constitution can only be amended if 40% of persons eligible to vote to show up and 75% of the voters vote ‘YES’ in favour of the amendment.
Meanwhile, she has denied claims that the NCCE has not intensified education the exercise.
The Centre for Democratic Development (CDD) in its latest Afrobarometer has indicated that more than half of Ghanaians say they are not aware of the upcoming December 2019 referendum on whether local government elections should be made partisan or remain non-partisan.
The survey also shows that a significant proportion of Ghanaians are either not likely to vote in the referendum or “don’t know” whether or not they will vote.
