Why ICUMS needs Reforms – Importers and Exporters Association of Ghana

The implementation of the Integrated Customs Management System (ICUMS) has significantly improved Ghana’s trade environment by reducing clearance times at ports and increasing national revenue. However, the Importers and Exporters Association of Ghana (IEAG) believes there is a need for further reforms to enhance trade facilitation and revenue generation.

The Ghana Ports and Harbours Authority (GPHA), established under Ghana’s Provisional National Defense Council Law (PNDCL 160) of 1986 to develop, manage, and control all ports in Ghana, has undergone significant transformation in recent years.

Speaking at a press conference, the Executive Secretary of the IEAG, Samson Asaki Awingobit, acknowledged the success of ICUMS while highlighting the need for continuous improvements. “I want to use this occasion to commend Ghana Link for the successful implementation of the Integrated Customs Management System (ICUMS),” he stated.

Addressing concerns raised by stakeholders, particularly regarding the implementation of the Unique Consignment Reference (UCR) under ICUMS, Mr. Awingobit noted that the challenges associated with UCR integration were largely policy-related and required government-level engagement rather than just technical adjustments within ICUMS.

He further emphasized the significant revenue generation achieved through ICUMS since its inception in 2020. He revealed that the system contributed over GH¢44 billion in revenue in 2024, underscoring its potential to drive even greater financial outcomes if the government provides the necessary support and resources.

“The journey towards a fully integrated and efficient customs management system is a marathon, not a sprint. ICUMS has already brought us closer to the finish line, and we must not abandon it midway. Every great system evolves over time, and ICUMS is no exception,” he explained.

He concluded by calling for continued support for Ghana Link, stating, “Let us encourage Ghana Link to fix the problems rather than succumb to the growing menace of discarding a system that has shown immense potential for our nation’s progress.”
