CLOGSAG backs at the Appointment of Henrietta Lamptey as Birth and Death Registrar

He could not fathom why 20 of its members were dismissed from the service for dabbling in Politics, yet Madam Henrietta Lamptey whom he said is a politician with dual citizenship would be appointed as Registrar for the Birth and death.

The Civil and Local Government Staff Association of Ghana (CLOGSAG) has vehemently rejected the appointment of Madam Henrietta Lamptey as the Registrar of Birth and Death Registry.

According to the Association the appointment of a non-Civ Servant to replace a civil servant was unlawful adding that Madam Henrietta Lamptey was the Personal Assistant to former Local Government Minister Hajia Alima Mahama, a situation which makes her a Politician hence disqualifies her for the position.

Addressing a news Conference in Accra on Wednesday March 16, 2022, the Executive Secretary of CLOGSAG, Mr. Isaac Bampoe Addo stressed that aside the improper instruction from the Minister of Local Government and Rural Development Mr.Dan Botwe to the Ag. Registrar to prepare handing over notes and hand over to Madam Henrietta Lamptey within ten(10) days, the hurried manner in which the Deputy Local Government Minister mr. OB Amoah introduced Madam Henrietta Lamptey to the staff of Registry before the deadline of Handing over, smacks of political interference.

Mr. Bampoe Addo fumed that the blatant disregard for procedures of appointments into the civil Service and the Local Government service as well as the neutrality principle are unwarranted and regrettable.

The Executive secretary later debunked the stance of the Secretary to the President that the current Registry is not part of the Civil Service or the Local government service explaining that under section 8 (1) (a) of Act 1027, a district office of the Registry is a department of the District Assembly.

“The District Assembly is part of the Local Government Structure therefore the Births and Deaths Registry is part of the Civil Service and the Local Government Service;

That under Article 195 (1) of the 1992 Constitution of Ghana, the power to appoint persons to hold or to act in an office in the public Service shall vest in the President, acting in accordance with the advice of the Governing Council concerned given in consultation with the Public Services Commission. The appointment of Madam Henrietta Lamptey is not in accordance with the advice of the Civil Service”, Mr.Bampoe Addo emphasized.

The National Executive Committee (NEC ) of CLOGSAG, at its meeting on 11th March 2022, therefore resolved that the political appointment of the Registrar of Births and Deaths be reversed, the government should as a matter of urgency bring sanity to the Births and Deaths Registry whilst also imploring the relevant Minister to add the post of Registrar of Births and Deaths to the list of posts that can not be occupied by persons holding dual citizenship.

Failure of which “CLOGSAG shall use any means whatsoever at its disposal to rectify the situation at Birth and Deaths Registry.
