The seven-member panel that gave its ruling in the Supreme court case ordering Deputy Speaker of Parliament to also enjoy voting rights while presiding over proceedings in the Chamber have issued their full judgement.
The suit filed by a lawyer cum law lecturer, Justice Abdulai, invited the court to pronounce as unconstitutional, First Deputy Speaker, Joseph Osei Owusu’s action of counting himself for quorum during the controversial decision to overturn the 2022 budget which had earlier been rejected and thrown out by the Minority side.
But the judges in a 7-0 ruling struck down Order 109 (3) of the Standing Orders of Parliament and described it as unconstitutional.
