Morocco releases National Security Services Report for 2022

In line with the institutional communication policy adopted by the Directorate General of National Security (DGSN) at the end of each year, the National Security services present their annual report for the year 2022

 

 

The Directorate General of the National Security Services (DGNSS) of the republic of Morocco has released it’s annual report for 2022 , in line with the annual Institutional Communication Policy adopted by the directorate.

Some of the areas and sectors considered in the report include:

• Development and improvement of public services through the use of electronic identity documents and digital transitions as well as development of new police structures to diversify the security officer.

• Fighting crime and increasing the sense of security by implementing the periodic program of the 2022-2026 security strategy which aims to strengthen among other things, the structure for fighting crime, the development of scientific and technical police laboratories – with the objective of to enshrine the human rights dimension in police functions, and a resumption of International Security Cooperation Operations.

• The use of communication as a mechanism for opening up and reinforcing the proximity of police to society by consolidating it’s communication approach- During the year under review, the DGNSS launched new institutional mechanisms by strengthening communication channels with civil society, public opinion and the media.

This the report said was marked by consolidating mechanisms for detecting violent content on social media networks and ” fake news” that affects the general feeling of security.

• The report finally touched on the management of the professional life of police officers which involved their recruitment and training as well as opening DGNSS professionals to skills and capacity building. The report also captures motivation and discipline of DGNSS professionals at work, taking into consideration good governance mechanisms and the establishment of governance in administrative management structures.

National Security Services Reviews 2022

In line with the institutional communication policy adopted by the Directorate General of National Security (DGSN) at the end of each year, the National Security services present their annual report for the year 2022. The areas and sectors concerned by this report are as follow:

1. Development and improvement of public services

1.1 Electronic identity documents and digital transition

The DGSN has continued, during the current year, the process of developing the infrastructure of administrative services for the benefit of citizens and foreign residents, through the issuance of identity documents, residence documents and administrative certificates. The year 2022 was marked by the continuation of the issuance and generalisation of the new generation of the electronic National Identity Card (CNIE) online using the “National Trusted Third Party” platform and the “digital identity” space developed by the DGSN to facilitate citizens’ access to the various services.

The DGSN services have also developed the “My digital identity” information application, which can be downloaded on the most widely used mobile operating systems at national level, and which allows all citizens to create, monitor and use their identity within the digital space in a secure and personal manner.

1. 2 Development of new police structures to diversify the security offer

This axis aims to strengthen the structures assigned to the proximity police in order to ensure the adaptation of services to the urban expansion in the new urban centers. The DGSN has thus created a total of 36 new security structures in 2022, including the “Central Command and Coordination Post” in Casablanca, which aims to support the fluidity of transport and traffic.

Similarly, two new mine-clearance brigades specializing in the dismantling of explosives have been created in Fez and Rabat. These brigades, equipped with high-tech vehicles, robots and advanced tools to monitor and process explosive objects from a distance, will be responsible for the clearance of explosives.

2. Fighting crime and increasing the sense of security

2.1 Decline in violent crime indicators and increase in the rate of repression:

During this year, the DGSN began implementing the periodic program of the 2022-2026 Security Strategy, which aims to strengthen, among other things, the structures for fighting crime, the development of scientific and technical police laboratories. This strategy also aims to enshrine the human rights dimension in the police function.

A careful reading of the crime trends during the year 2022 reveals a series of important indicators, including firstly a significant drop in the number of recorded repressive cases with less than 30.22%. The decrease of this indicator, among others, is the result of the development of criminal investigation mechanisms and the consecration of the primordial role of the scientific and technical police in the investigations carried out, as well as the fruitful coordination between the services of the DGSN and the DGST.

2. 2 The year of security cooperation partnerships:

The current year has been marked by the full resumption of international security cooperation operations. In this respect, the International Police Cooperation Unit processed 5,800 files and requests for information, an increase of 24% compared to 2021 and of more than 40% compared to 2020. The year 2022 also saw the effective participation of the National Security services in the execution of five multiparty security operations in coordination with the Interpol General Secretariat.

The year 2022 was also marked by the conclusion of numerous agreements and partnerships with police institutions in foreign countries, particularly in the United States and the United Arab Emirates.

3. Communication, a mechanism for opening up and reinforcing the proximity police

In order to consolidate its communication approach, the DGSN has launched new institutional communication mechanisms by strengthening communication channels with civil society, public opinion and the media.

In 2022, the communication approach was marked by the consolidation of mechanisms for detecting violent content on social networks and “fake news” that affect the general feeling of security.
In terms of information and interaction with the expectations of citizens, the DGSN services published several press releases and updates on subjects related to the interests of citizens during the year. This is without forgetting the acceptance of most of the requests for cooperation and the production of reports and media content issued by the media and production companies.
4. Management of the professional life of police officers

4.1 Recruitment and training: Opening of the DGNS to professional skills

Regarding the aspect related to the management of the professional life of the National Security officers, the year 2022 was marked by the gradual return to the application of the full mechanism of the new recruitment and training charter for the police.

This year, six external recruitment competitions were organized for the recruitment of 5,913 police officers. Candidates applied for these positions via the electronic portal available to the public on the Internet, and the competitions were widely advertised.
In addition to the novelties introduced in the recruitment system, a complete revision of the training programs at the Royal Police Institute was carried out.

4. 2 Motivation and discipline at work: Good governance mechanisms:

With regard to the component relating to the motivation of civil servants, the DGSN has remained faithful to its approach, adopted over the past six years, of ensuring “regularity” with regard to the publication of promotion tables before the end of each year. The DGSN has also paid particular attention to officials in the lower and intermediate grades to enable them to benefit from important incentives for career development.

5. Establishment of governance in administrative management

In the field of security governance and modernization of the public police service, the year 2022 was marked by the adoption by the DGSN of a new visual identity to facilitate the mission of maintaining the security of the nation and its citizens.
In terms of rationalizing expenditure, the national security services have recorded stable expenditure despite the creation of many new police structures. Efforts have also been made to develop several computer applications and solutions enabling police officers to carry out their missions in an optimal manner, such as the operation to generalize the computer system for managing police districts (GESTARR).
