Barely a week into her tenure, the newly appointed Greater Accra Regional Minister, Madam Linda Akweley Ocloo, has stirred public debate with her early engagement with Zoomlion Ghana Limited, a subsidiary of the Jospong Group.
The Minister, on Wednesday, February 5, 2025 took to social media to announce a meeting with Zoomlion to discuss strategies for improving sanitation in the region, emphasizing collaboration for a “sustainable and Green Accra.”
While some residents welcomed her proactive approach to addressing sanitation issues, others have raised concerns about her choice of partner, given Zoomlion’s controversial track record. The waste management giant has faced longstanding allegations of financial improprieties, overpriced government contracts, and poor treatment of its workers. Critics argue that any dealings with the company should be approached with caution and greater transparency.
Public Skepticism Over Zoomlion’s Track Record
Zoomlion has, over the years, secured lucrative sanitation contracts with successive governments, often under questionable circumstances. Investigations by civil society organizations and anti-corruption bodies have revealed instances where the company allegedly overcharged the state for services rendered, raising concerns about value for money in government contracts.
Additionally, there have been numerous reports of unfair labor practices, with sanitation workers complaining of meager salaries, delayed payments, and poor working conditions. Some Ghanaians fear that continuing to rely on the company without proper oversight could lead to the repetition of past mistakes.
A Call for Transparency and Broader Engagement
Reacting to the Minister’s post, some social media users and civil society organizations have urged her to prioritize accountability and seek alternative partnerships to improve waste management in the region. “No one is against a cleaner Accra, but why is Zoomlion always the first and only choice? We need transparency in sanitation contracts,” a user commented.
Environmental activists are also advocating for a more competitive and inclusive approach to sanitation management. They suggest that smaller waste management firms and community-based initiatives be given the opportunity to contribute to the region’s cleanliness. Also, Metropolitan, Municipal and District Assemblies (MMDCEs) can be given the responsibility to manage their own waste system instead of focusing solely on large organizations like Zoomluon which has a history of controversy.

Despite the criticism, Madam Ocloo remains firm in her commitment to making Accra cleaner and more sustainable. Her statement emphasized the need for collective responsibility in waste management, urging community involvement in maintaining a healthier environment.
However, as her administration moves forward, the spotlight will remain on how she navigates her relationship with sanitation companies, ensuring that her decisions align with the principles of transparency, efficiency, and public trust.
For now, Accra residents and key stakeholders will be watching closely to see whether this engagement with Zoomlion will bring about genuine improvements or repeat the challenges of the past.
