A Political Historian at Kwame Nkrumah University of Science and Technology (KNUST), Professor Adu Gyamfi, has asserted that successive governments intentionally under-resource the National Commission for Civic Education (NCCE) to avoid accountability from an informed citizenry.
Professor Gyamfi highlighted that inadequate financial and logistical support has long hindered NCCE officers from effectively carrying out their duties despite their crucial role in educating citizens about their rights and responsibilities.
His comments come amid ongoing complaints from NCCE officers at district and national levels about persistent logistical constraints that impede their work.
In a 2015 study on the NCCE’s operations, Professor Gyamfi found widespread challenges among staff nationwide, citing resource shortages as a significant obstacle. The study also underscored the disparity in public awareness between the NCCE Chairperson and the Chairperson of the Electoral Commission (EC), attributing it to differential publicity efforts.
According to Professor Gyamfi, political leaders prefer a less informed populace to avoid scrutiny and maintain control. He emphasized that an empowered citizenry would demand accountability and challenge political authority.
“The deliberate underfunding of the NCCE serves politicians’ interests,” Professor Gyamfi remarked, pointing out that investment in civic education does not align with political agendas that benefit from a less informed electorate.
NCCE officers nationwide, including those at the Asokore Mampong District Office, face significant challenges due to resource constraints. Despite operating under difficult conditions, these officers play a critical role in public education in preparation for the upcoming general elections.
Director Mathew Agbenu of the Asokore Mampong District Office highlighted the difficulties faced by his team, including the need for adequate transportation for outreach activities, which sometimes forces officers to travel on foot to reach communities.
As political activities intensify in constituencies like Asawase, the NCCE’s role in promoting civic responsibility remains pivotal, even as it grapples with ongoing challenges in resource allocation.
