APNIFFT to hold inaugural Madagascar Caucus meeting
By facilitating simplified advocacy-related dialogues and debates on crucial topics such as Illicit Financial Flows (IFFs), tax governance, and Domestic Resource Mobilization (DRM), APNIFFT empowers its members to spearhead effective change within their respective jurisdictions.
The African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT), Tax Justice Network Africa (TJNA), and its partners will be in Madagascar for the inaugural national caucus meeting on May 19th, 2023. The meeting will provide a pivotal platform for the local legislators to engage and collaboratively chart a course of action on combatting illicit financial flows and promoting domestic resource mobilization in Madagascar.
Madagascar is the first African island to respond to the call to position parliamentarians at the forefront of resource mobilization, thus becoming the first island to launch an APNIFFT caucus.
APNIFFT is a flagship program under the coordination of the Tax Justice Network Africa (TJNA), with the overarching objective of providing a comprehensive platform for African legislators. This platform aims to foster strategic discussions, knowledge exchange, and capacity-building initiatives geared explicitly toward tackling illicit financial flows and tax injustice in Africa.
The APNIFFT structure operates on a three-tier system, with the National Caucus as its fundamental unit of engagement and operation. Here, members collaborate, expand their networks, and bolster their capacity to champion tax justice matters within their respective countries. Recognizing the urgent need for regional collaboration, the network’s second tier focuses on regional economic blocs. Finally, the third tier encompasses a continental colloquium that convenes legislators from across Africa to share experiences, strategize, and enhance their capabilities in combatting illicit financial flows and promoting tax justice.

The caucus launch will bring together deputies, parliamentary officials, academics, and civil society organizations (CSOs) through collaborative discussions, sharing experiences, and targeted capacity-building sessions. Participants will gain valuable insights into combating illicit financial flows and devise strategic approaches to mitigate their adverse effects.
