Somewhere in Ghana our Motherland, on 31st December while most Ghanaians were preparing to usher in the New Year or at various Watch Night Services; Samuel Abu Jinapor and Akufo-Addo were issuing an Executive Instrument to release State Lands including Military Barracks to the ASANTEHENE to hold in trust for the Subjects of the GOLDEN STOOL.

There is an Asantehene, the Golden Stool and an Asanteman Council…

Similarly, there is also a La Mantse, the La Stool and a La Traditional Council of which the La Mantse is President and other Officeholders and members serve as Advisors to the La Mantse.

The 31st December 2021 Executive Instrument which returned State Lands including Military Baracks and Government Bungalows and Offices to the Asantehene sets the tone for the return of State Lands in all parts of Ghana including La.

For the avoidance of doubt, when a New La Mantse is enstooled, he shall receive the returned Lands on behalf of the La Stool and not the La Traditional Council.

The Government per E.I. 432 admonished all State institutions to respect the STOOL and desist from further developing lands belonging to the STOOL and residents living on those Lands to atone tenancy to the STOOL and pay Ground Rent to the STOOL.

By the same token;

The Government of Ghana must return the State Lands in LA to the LA STOOL through the LA MANTSE and not the La Traditional Council as was wrongfully done in the Asoma-Cheremeh MoU on the disputed Cantonments Civil Aviation Landgrab which must be returned in its entirety, together with the Ghana@50 illegal Landgrab to the La Stool not to members of the La Traditional Council.

No Traditional Council owns land nor has the capacity to act in the absence of the STOOL or the occupant of the STOOL.

The La Stool gave the various Akutsei or Subjects Lands to oversee on its behalf; these Lands are the property of the La Stool and Tenancy must be atoned to the La Stool and Ground Rent also paid to the La Stool.

By an agreed formula the La Stool shares dividends and revenue to the various Akutsei, Clan Houses, Akrowai and Shiai of La.

Per ACT 1036 all Stool Lands Secretariats must be established and furnished and have documents on all Lands registered for the Stool.

Fortunately, La has a Stool Lands Secretariat and a La Community Bank.

To ensure transparency, accountability and creating a paper trail of the entire transaction; all Land transactions must be done through the La Community Bank, which must open Special dedicated accounts for the La Stool, Akutsei, Clan Houses, Akrowai and Shiai of La into which their portion of land revenues must be directly paid into their respective La Community Bank accounts thereby avoiding corruption…

The Seal of the La Mantse will be a final requirement to consumate any land transaction on La Lands.

All Land documents will be required to be brought to the La Stool Lands Secretariat for scanning, authentication or to be regularized at a nominal processing fee and affixing of the Seal of the La Mantse to be deemed valid.

Disputed Lands will be adjudicated upon and appropriate remedies including new Lands being offered in replacement of such Disputed Lands…

Digital Maps of all La Lands must be made available to the La Stool Lands Secretariat by the Government of Ghana (LAP 1 & 2) as well as copies of all documents to facilitate concurrent approval by the La Stool and Lands Commission in relation to La Lands to avoid the current mistrust and corruption in Land transactions involving La Lands.

There can be a NEW beginning, under a NEW La Mantse operating a NEW transparent and accountable La Land administration under the NEW Land Law ACT 1036 in accordance with the Constitution of Ghana.

La-Osu-Teshie-Nungua-Ga Mashie boundary disputes notwithstanding, must not impede their Lands being returned by the Government of Ghana to the appropriate Stools, complete with atonement of tenancy and payment of Ground Rent as appropriate.

Government of Ghana reserves the right to acquire or re-acquire any land anywhere in Ghana and pay appropriate compensation or Equity in lieu of compensation to the appropriate STOOL.

RETURN ALL STOOL LANDS EVERYWHERE IN GHANA NOW or reverse E.I. 432 immediately.

Ghanaians are resolved to be Citizens and not Spectators…
